Medical Specialists of the Palm Beaches - Chief Executive Officer
Prior to becoming the CEO of the Medical Specialists of the Palm Beaches, Ms. Strombom was Florida Blue’s Senior Vice President of Government Markets. In this role, she provided statewide leadership for the Medicaid and Medicare segments. During this time, she guided the development of Florida Blue’s Medicare growth strategy and launched a new direction to reposition the company for long-term success and sustainability. In addition, Ms. Strombom was instrumental in leading Florida Blue to successfully bid and subsequently be awarded eight of eight regions from AHCA in
the Medicaid Managed Care statewide initiative. She held full P&L accountability and was responsible for overall government markets performance including strategy, product development, operations, revenue program management and operational compliance with matrixed responsibilities for member billing and enrollment, customer service, actuarial, clinical programs, legal, regulatory compliance and mergers/acquisitions. Prior to joining Florida Blue in 2012, Strombom was the CEO of Healthy Options, a company focused on providing transformational cost and care solutions for the healthcare industry. In addition, she was a founding partner of The Health Improvement Organization, LLC a successful risk-bearing medical services organization in Cincinnati, Ohio. During this time, the MSO implemented a groundbreaking Pay 4 Outcomes (P4O) concept, which engages Primary Care
Physicians (PCPs) with their patients by focusing on a simple set of measures to propel adoption and generate loyalty while improving health and financial outcomes. A global research-based biopharmaceutical company with greater than $33 billion in revenues conducted a study of the P4O care model in conjunction with a health analytics research group to confirm the model. Prior to these roles, Strombom served as Humana’s Vice President of National Medicare Networks, a senior leadership position with corporate responsibilities. In this role, Elizabeth was a key member of the executive team responsible for the launch of the Medicare Modernization Act programs prior to 1996; spearheading the development and regulatory filings of the Regional PPO (14) and Local PPO (27) markets, assessing and developing new MA markets, creating risk continuum templates, conducting national training programs, leading large multi-market health system negotiations, and assessing the implications of pending federal policy to set strategic direction. She also served as an external liaison for the MedPAC (Medicare Payment Advisory Commission) and the National Association of Rural Health Clinics (NARHC), an organization of federally funded primary care clinics for the medically underserved. Throughout her career, Strombom has been devoted to the Medicare/Government segments and has remained active in community and professional organizations. She’s served as an industry expert on health plan strategic financial management and innovative provider/member engagement models to the Centers for Medicare and Medicaid Services (CMS) and America’s Health Insurance Plans (AHIP), and served as a speaker and/or lectured at several regional and national industry forums. Strombom holds a Bachelor of Science from the Georgia Institute of Technology and has participated in executive leadership and negotiation programs at Harvard University.
